If I order medication like vicodin or tramadol from a foreign country or even an american one are they gonna rip me off? has anyone ever done this?

a pop-up was my screen for buying meds online without a prescrition . the meds were ultram,valium,soma, provigil and others . is this just a scam ? do people really resort to this when they can’t get meds?
